City
councilors approved a proposed condominium development on Essex
Street Tuesday, after the project was tabled last month due to questions
about its scale and parking.
Ten
councilors voted in favor of a request to change the usage at 589
Essex St., a vacant building across the street from Lynn District
Court, from industrial to residential use.
Developer
Henri-Claude Bailly, whose firm recently completed the Boston Machine
Lofts project, intends to convert the old Sloan Machinery Company
building into 32 units of one and two-bedroom loft style apartments.
The development would have 36 onsite parking spaces, including 19
in an underground garage, and has agreed to lease an additional
16 spaces, limited to evenings and weekends, from Lynn at the Johnson
Street lot.
The
proposal first appeared during the Aug. 10 meeting, where councilors
voted to table citing concerns from neighbors about parking, a lack
of clarity on how many units the 50,400 square-foot development
would include, and to allow Council President James Cowdell, in
whose ward the development falls, to weigh in on the matter.
Cowdell
voiced strong support for the development, saying Bailly had used
the interim time to resolve parking and size issues, and reconcile
with abutters. Mary Carson, owner of Northern Graphics, who raised
concerns over parking and construction impact during the Aug. 10
meeting, was not present last night.
"It
represents a $6.5 million investment," Cowdell said.
Representatives
of Economic Development and Industrial Corporation also voiced support
for the development. Neither councilors nor private citizens at
the meeting voiced opposition to the project during the hearing.
Cowdell
said the property currently brings the city approximately $17,000
per year in taxes. He said the city can anticipate collecting nearly
$88,000 from the proposed development.
City
officials also said Lynn would collect $640 per month from the parking
spaces leased to the development.
