About Our Department

The Lynn Department of Community Development is responsible for obtaining and administering federal and state funds for a wide array of development initiatives, community facility projects and public service activities.

This involves:
> the design, construction & oversight of public infrastructure improvements
> the rehabilitation of both historic and non-historic buildings
> renovation to recreational areas

The Lynn Department of Community Development currently administers the City's Community Development Block Grant, as well as Section 108 Loans to private entities for economic development and job creation purposes.

 

 

 

 

 

 

 

 

 

 

 




Safe Neighborhood Initiative

The Safe Neighborhood Initiative (SNI) is a grant from the Attorney General's Office which enables employment and enrichment opportunities to low income high school students within the community. The Department of Community Development works with local non-profit agencies to help identify participants meeting the family low income standards as defined by the U.D. Department of Housing and Urban Development (HUD).

This Initiative provides financial assistance for mature, responsible and motivated teen-age youth participating in comprehensive job training/placement opportunities. Limiting participation to low income families ensures that these opportunities will benefit Lynn's most needy population.

Historic Land Preservation Program

The Massachusetts Department of Conservation and Recreation (DCR) and the Essex National Heritage Commission (ENHC) have collaborated to bring the Heritage Landscape Inventory program (HLI) to communities in Essex County. The primary goal of the program is to help communities identify a wide range of landscape resources, particularly those that are significant and unprotected. The focus is on landscapes that have not been identified in previous survey efforts in a given community.

Urban Self-Help Program

The Massachusetts Urban Self-Help Program was established in 1977 to assist cities and towns in acquiring and developing land for park and outdoor recreation purposes as well as providing funding for restoration and rehabilitation of existing active and passive parks and recreational facilities.

The City of Lynn has participated in the Urban Self-Help program since its inception and recently received a $500,000 grant for the new Manning Stadium project in the Fiscal Year 2006 funding cycle.
